And a degreed person doesn't necessarily have that knowledge either, even if that degree is in the areas you feel important to governing. Further, degreed people all too often have long submitted to institutional group think requirements, all too often have little to no experience with or knowledge of business, the lives of working citizens, the workings of local politics and regulations, the impact of government regulation on citizen's daily life, the state of public schools and any number of other important civic issues. Nothing like an ivory tower intellectual when you want to get practical issues wrong;)
