Congress could hypothetically write a law guaranteeing the right to choose, might well get tossed by the current Supreme Court. An amendment would take 2/3 of the Senate and House and ratification by the legislatures of 3/4 of the states...not going to happen in the current political climate. Truly tragic that Ralph Nader in 2000 siphoned off enough Florida votes to throw the election to Bush...and that too many progressive voters bought the disinformation about Hillary in 2016 and stayed home. We should have a solid 6/3 liberal split in the Supreme Court. taking laws like the Texas mess off the table.
