Defend itself against WHO?

…me that some people believe Russia should be disarmed so that it would behave more to their liking. You know, like they’d take responsibility for Russia if Russia could not defend itself.

Defend itself against WHO? China comes to mind , but NOBODY else. Russia has been the aggressor against many of its neighbors over the last two decades NONE have threatened it.
