I wouldn't say that the higher density housing popping up all over the Salt Lake and Silicon valleys is necessarily luxury, some is, much isn't...but it hardly matters given that these are high demand and low supply areas and fairly pedestrian builds still draw top dollar. I do doubt that zoning laws have much to do with the demand, nor the high incomes and quality of life factors that drive it.
