If putin feels he is making military progress he will sign no deals. If putin feels that he is losing militarily he perhaps will sign a deal that lets him keep the lands he has taken by force. putin can not be allowed to profit from his criminal use of force. Where putin has taken lands by force he will continue to torture, kill, ethnically cleanse...the best predictor of future behavior is past behavior. and putin has made VERY clear his intentions.
