I'll check it out. There's a fundamental difference between governance of shared and presumably equal garden plots like the one my mom loved for decades and sharing limited open spaces that "belong" to all. Out west we have conflicts between hikers, dog walkers, horse riders and cyclists, often resolvable, sometimes not. With several million residents all having an interest in using local and limited public lands, often having a degree of disapproval of other users, this is rarely a Kumbaya process, and I doubt it ever will be. Actually I have been impressed with the local public official's honesty and desire to balance conflicting interests, as well as disturbed by the behavior of some. I doubt very much that there is any easy fix for human behavior, which ranges fro the best to the worst;)
