I've never heard anyone claim that we need political parties to make self governance possible. There are many local elections that are non-partisan. Political parties in the U.S. represent a basic political disagreement that goes back to the first administration, a disagreement that is yet to be resolved. When there are intrinsic political divisions, like the one articulated by Thomas Jefferson and Alexander Hamilton, political parties are inevitable, even if made technically illegal.
