Nope, you make an observation and it appears to be a fact, you take a measurement and it appears to be a fact, just as a data point appears to be a fact. Easily observable “fact” to Newton that a table was a solid surface with no space between the wood fibers. It took modern nuclear physics to understand that the apparently solid table was mostly empty space.
