Not sure about the biological programming, nudity is normal among many cultures in which breasts are not particularly sexualized. I do think that Americans are culturally programmed in this sexualization and cultural programming is almost certainly a stronger factor in human behavior than any supposed biological programming, which is why we have so many quite different cultures and cultural expectations;)
