NATO countries had the full hand of friendship extended to Russia, allowing themselves to be exposed to Russian energy blackmail while providing Russia with its most reliable income stream. putin interpreted this as weakness, NOT strength and attempted to exploit it, using energy blackmail to try to stop opposition to his war of territorial aggression.
