The studies are not being aggressively pursued because the leader of the federal government does not want Covid, studied, tracked, confronted with public health measures, or publicized in any way. The president seems to lack "object permanence", seems to feel that what you can't see doesn't exist and can't hurt you. He knows though that public knowledge of the pandemic is hurting his re-election chances, which are all he really cares about.
