There is literally no comparison between Romania and the U.S., any more than there is between Venezuela and the U.S. Think of that comparison as analogous to comparing a corrupt 5000 person town in S. Dakota with Chicago. Can't scale the Dakota town institutions up to get Chicago, can't scale the Chicago city institutions down to get the Dakota town...they are different kinds of beasts.
